I am wondering why all of sudden my Outlook Express v..6.0 has stopped functioning.
It has told me that the OE could not be started because the msoe.dll file can not be loaded.
I have tried to run "regsvr32 msoe.dll", but it will not work for me in the Win system 32 folder
Any ideas on what else to do

Dear Forum Admin.,
I am running Windows 98SE for an OS., its a PIII from Dell with plenty of ram, like 480.0
Until Igot my computer back about a month ago from my ex-wife, it was functioning as normal.

Also, I hope to soon go to XP, but also need to know if can write over 98, or just uninstall it first.
If XP will even recognize OE v. 6.28
Then there is the task of partitioning the hard drive, too- right?

In Windows 98 you can repair IE/OE and uninstall then reinstall it.
You can go to Add/Remove programs and select Internet Explorer (or Outlook Express) then select the repair option. You can also download the latest version from Microsoft, then uninstall what you have and reinstall it.

As far as upgrading to XP, the best thing to do is to perform a clean install.
If you get the full version of XP you can use the CD to boot the computer and it will walk you through the process of partitioning and formatting the drive. I would consider just getting a new computer with XP already loaded, that would be cheaper.

Thanks for the reply back again,
However my computer will not let me uninstall IE, or OE either thru the control panel or any other type of exe.

Where the msoe.dll reside (folder location)
Can you please give me a link to the file and anything else you can think of for OE repair.

Have you looked at these 2 support articles?

2. http://support.microsoft.com/kb/238656

The 1st is for Outlook Express 5 but can still work in your case.
Try the 2nd article first.

Where does the msoe.dll reside (under what correct folder location)
Also, can you please give me an insight as to why under run- reg32msoe.dll will not work to load the file.

The file can reside in any of the following locations:
C:\Windows
C:\Windows\System
C:\Windows\System32

There could be a lot of reasons why you are not able to register the file.
The version could be incorrect, the file may be corrupt or damaged, supporting files maybe missing.

Replacing and registering DLL files should be the last resort to fix a problem especially on Windows 98 where unlike Windows XP and Vista it is possible to completely uninstall Internet Explorer / Outlook Express and then reinstall it.
